1. GCPでSQLを選択します
2. CREATE INSTANCE
L mysqlを選択します
allo accessで自分のIPを入力する
3. ローカルから接続
UserはGCP SQLのコントロールパネルから編集する
mysqlのinstance typeなどはEditで編集できる
