Add @babel/plugin-proposal-class-properties (https://git.io/vb4SL) to the ‘plugins’
と出ているので、インストールします

[vagrant@localhost react]$ npm install –save-dev @babel/plugin-proposal-class-properties

で
.babelrcに以下を追加

$ npm start
